A Boy and His Lizard

This statue sits just outside my apartment. I always found it a touch odd. Why is this person snuggling with this lizard? Is it actually an alligator? Why is it on Mercer Island? I’ll probably never get answers, but I did get a moody shot late at night with a 3 second exposure.
